The hotel accepts foreigners. The location is very convenient, a short walk from the train station and from the river (broken bridge). Also lots of shops and restaurants nearby. The room is very small, but it matches the description. So expect the bare minimum (good enough to take a shower and sleep, but not suitable for spending your time there otherwise). The biggest problem for me was the poor sound insulation - especially in the early morning (around 5:30), as you can expect to find yourself surrounded by tour groups that are rather noisy. Service was fine, you can store your bags for free. Overall, a decent budget option for a short stay.
